Manor Township supervisors swear in new member, elect 2026 leaders and confirm slate of appointments

In the first formal actions of the meeting, Herr moved to appoint Jim Keck as chairman for 2026; George Mann seconded the motion, which carried unanimously. Dennis Funk moved to appoint George Mann as vice-chairman for 2026; Allan Herr seconded and the motion carried unanimously.
The board appointed Ryan Strohecker as Secretary-Treasurer for 2026 on a motion by George Mann, seconded by Missy Phelan; the vote was unanimous. The board also established the Treasurer's bond at $1,500,000 for 2026 after a motion by Allan Herr and a second by George Mann; that motion carried unanimously.
The supervisors adopted a series of resolutions to fill board and committee positions for 2026. The board adopted Resolution 1-2026 appointing Don Dombach to the Planning Commission, Resolution 2-2026 appointing Mike Dickert to the Planning Commission, Resolution 3-2026 appointing Jarred Texter to the Planning Commission (the transcript lists this entry as "3-2025," which the board treated as the 2026 Planning Commission appointment), and Resolution 4-2026 appointing Josh Wenzel to the Zoning Hearing Board. Each resolution was moved, seconded and carried unanimously.

The supervisors approved a slate of administrative and consultant appointments and designations, including municipal solicitor and special counsel firms (Nikolaus & Hohenadel; Goodman & Kenneff; Stevens & Lee), labor counsel (Campbell, Durrant Beatty, P.C.), general and project engineers (Rettew; Buchart Horn; David Miller Associates), the township manager and authorized staff representatives (Manager/Secretary-Treasurer Ryan Strohecker), public works leadership (Public Works Director Mark Harris; Assistant Public Works Director Henry Hank), the Right-to-Know Officers (Ryan Strohecker and Chief Colin Cleary as assistant), a septic pump hauler (Sonlight Services), the vacancy board (Brandon Clark), LASA representative (Barry Smith), UCC Board of Appeals appointment (Jason Stevens), emergency management coordinator (Duane Hagelgans), disruptive conduct appeals board members, the secondary accounting firm (Trout CPAs), and confirmation that mileage reimbursement will follow the IRS standard rate. The motion to approve the list of appointments was moved, seconded and carried unanimously.
Chairman Keck then called for adjournment; George Mann moved to adjourn, Missy Phelan seconded, and the meeting adjourned at 7:16 p.m.
