Stacey told commissioners that the project still requires a change order from the architect to address over‑excavation and structural fill. Staff discussed a secured funding shortfall attributable to unsuitable soil conditions and noted that REET 1 funds could be used to cover the excess costs.
No formal board action was recorded at the May 12 meeting; staff will return with finalized change orders and funding recommendations as needed.
