Franklin County supervisors adopt broader credit-card and claims policies, name US Bank vendor and proclaim National Police Week

Franklin County supervisors approved several administrative policy changes, confirmed a new county credit-card vendor and issued a proclamation for National Police Week during their May 12, 2026 regular session at the Franklin County Courthouse.
The changes expand the county’s prior EFT/Online Bill Pay approach into a more comprehensive county credit-card policy, add explicit requirements for mileage reimbursement claims, and update reimbursable-expense and cardholder responsibilities. The Board also voted to set US Bank as the county’s credit-card vendor and approved routine claims, an easement agreement, and a letter of support for rural roadway intersection safety improvements.
Supervisor McVicker moved, and Chairman Chris Vanness seconded, to adopt a resolution amending the Franklin County General Policies & Procedures Manual Section 2.5 to broaden the county’s credit-card policy beyond a strict EFT/online bill-pay approach. The motion passed on roll call: Ayes — McVicker, Vanness; Nays — none; Absent — Lukensmeyer. The minutes state the full resolution is available on the County website or from the Auditor’s office.
The board then voted to set US Bank as the county’s credit-card vendor. The motion, moved by McVicker and seconded by Vanness, passed with all ayes.
A separate resolution amended Section 2.6 of the Franklin County Claims Processing Policy to add a mileage documentation requirement. The new language, recorded in the minutes, requires that "All claims for mileage reimbursement must show the total mileage traveled, dates traveled, point of departure, intermediate, and final destination." The resolution passed on roll call: Ayes — McVicker, Vanness; Nays — none; Absent — Lukensmeyer.
The Board also adopted changes to Handbook Section 2.9 (Reimbursable Expenses/Credit Cards), updating sections on reimbursable travel expenses, reimbursement documentation, county credit card use, authorized use, and cardholder and department responsibilities. That resolution passed on roll call: Ayes — McVicker, Vanness; Nays — none; Absent — Lukensmeyer.
Other formal actions recorded in the minutes: approval of claims as submitted; approval of an easement agreement with Franklin County Land Company, Inc.; and approval of a letter of support for Franklin County Rural Roadway Intersection Safety Improvements. All of these actions were recorded as passing by unanimous vote in the minutes.
The board also approved a proclamation recognizing National Police Week and ordering the county clocktower to be lit blue in observance. The motion was moved by McVicker and seconded by Vanness and passed with all ayes.
The meeting adjourned at 10:05 a.m.; the minutes were attested by Katy A. Flint, Auditor & Clerk to the Board. The next regular session was announced for May 19, 2026, at 8:30 a.m. at the Franklin County Courthouse.
