"This $300,000 represents an excess amount over budgeted," a staff member said, explaining that collections came in above earlier estimates.
The committee also approved a transfer to rural and general debt service funds to cover principal and interest on energy-savings (ESCO) debt tied to facility upgrades, including LED lighting and HVAC work. Committee members pressed staff for the engineered savings reports and current-year performance numbers; staff said the ESCO contractor performed an engineering study and provided a contractual guarantee for shortfalls. "The engineer work indicates that it is paying for itself," a staff member said, noting that, based on prior years, the projects have produced the expected savings.
A larger item amended the 2025–26 general purpose school fund to recognize $4,000,000 in state revenue tied to a legislative letter-grade bonus program. Staff said the county originally budgeted a smaller amount but a late legislative increase pushed the county up to the maximum the statute allows. The staff presentation referenced ongoing questions about how the Tennessee Department of the Treasury expects the funds to be accounted for and said program guidance was still forthcoming; staff said they expect roughly $1,000,000 related to a new maintenance/construction payment to be available and that the additional letter-grade revenue will reduce the budget gap.
The committee approved a $200,000 amendment to cover student support services, primarily to reconcile special-education legal expenses that exceeded the regular-year budget. Staff noted the superintendent's office is still recruiting a replacement counsel with specialized special-education litigation experience, and said unpredictable individual cases can be costly.
Finally, the committee approved a $2,400,000 appropriation to cover liability and property insurance claims after county risk management reported higher quarterly billing and premium increases. Staff said the request will be handled through the fund balance as projected.
