Iron County Commission approves two rezones, solar reimbursements and personnel changes; tables Brian Head CRA extension

The Iron County Commission on May 11 approved two zoning-map amendments, authorized annual reimbursements to three solar projects and handled routine personnel and administrative business, while tabling a proposed 10-year extension of the Brian Head Community Reinvestment Area for further talks with the local school district.
Commission Chair Kenneth Robinson and Commissioner Paul Cozzens voted to adopt Ordinance 2026-10, which rezones approximately 278.91 acres southeast of Cedar City (APN D-0330-0000-0000) from Agriculture 20-acre (A-20) to Residential Recreation 20-acre (RR-20) to allow a seasonal subdivision with a maximum of 14 two-acre lots. County Planner Brett Hamilton said the applicant, H2 Family Limited Partnership, plans to impose CC&Rs prohibiting commercial operations; the public hearing produced no public comment. "The Planning Commission recommended approval," Hamilton said, and the commission approved the ordinance (Bleak absent; Cozzens and Robinson aye).
The commission also adopted Ordinance 2026-11, reverting 17 parcels totaling about 346.74 acres near Kanarraville from Rural Agriculture 20-acre (RA-20) back to Agriculture 20-acre (A-20) at the request of property owner Linford Nelson. Nearby resident Steve Young cautioned that A-20 zoning can permit more intensive agricultural uses. After the Planning Commission recommendation, the commission voted to approve Ordinance 2026-11 (Bleak absent; Cozzens and Robinson aye).
In agency business, Economic Development Director David Johnson reported that the Three Peaks and Cove Mountain solar farms met reimbursement requirements under existing agreements. The commission approved the 2025 annual solar increment payments for Three Peaks, Cove Mountain 1 and Cove Mountain 2.
Brian Head Town Manager Bret Howser asked the commission to consider a 10-year extension of the Brian Head CRA. Howser described completed projects, planned village-core improvements and ongoing parking challenges but said the town would first like to consult the Iron County School District about participation. Commissioners voted to table the extension to allow Howser time to meet with the school district.
The Board of Equalization considered a tax-exemption application in which a single owner held both a nonprofit (Iron Ice) and a for-profit business (KJ's Ice Barn). Deputy Auditor McKayla Meinhardt recommended denial because the business arrangement as described does not meet statutory nonprofit property-use requirements; the commission approved denial.
The commission approved routine items including minutes and claims, a personnel hire for a corrections deputy (Carson Mast) presented by HR Director Jennifer Bradbury, and the appointment of Kyle Christensen to the Iron County Planning Commission to fill a recent vacancy. Chair Robinson then adjourned the meeting.
