Wise County Board of Supervisors elects J. H. Rivers chairman, sets meeting schedule and rules for 2026

At its Jan. 8 organizational meeting, the Wise County Board of Supervisors elected Supervisor J. H. Rivers as chairman and Supervisor John T. Schoolcraft as vice‑chairman, approved Robert's Rules of Order with one item removed, set a one‑year officer term, fixed meeting times, and adopted a tie‑vote rule; all motions passed unanimously.
The Wise County Board of Supervisors held an organizational meeting on Jan. 8, 2026, at the School Board Education Center in Wise and elected Supervisor J. H. Rivers as chairman and Supervisor John T. Schoolcraft as vice‑chairman.
Supervisor J. H. Rivers was nominated by Supervisor Steve Bates and appointed by acclamation after Supervisor Tim Boardwine moved to close nominations and Supervisor Randy Carter seconded. The board approved the action unanimously. Earlier in the meeting, the board appointed Karen T. Mullins, interim county administrator and county attorney, to serve as temporary chairman for the organizational portion of the meeting.
Supervisor Tim Boardwine nominated Supervisor John T. Schoolcraft for vice‑chairman; a motion to close nominations and appoint Schoolcraft by acclamation was seconded by Supervisor Randy Carter and approved unanimously.
The board set the term of office for both chairman and vice‑chairman at one year after a motion by Supervisor John T. Schoolcraft, seconded by Supervisor Tim Boardwine, passed unanimously.
On procedural rules, the board approved the adoption of Robert's Rules of Order and its Rules of Procedure. Supervisor Steve Bates proposed a substitute motion to eliminate Item “Q” under Section 3‑1 (Order of Business); the substitute motion, offered by Bates and seconded by Supervisor John T. Schoolcraft, passed unanimously, and the rules were adopted with that change.
The board also set its regular meeting schedule to 6:00 p.m. on the second Thursday of each month at the School Board Education Center after a motion by Supervisor Randy Carter, seconded by Supervisor Tim Boardwine, which passed unanimously.
Supervisor Clarence S. Peters Jr. moved and Supervisor Steve Bates seconded a motion establishing that a tie vote of the board will be recorded as a "no" vote; the motion was approved unanimously.
Before formal business, the board approved a request allowing Supervisor Fred Luntsford to attend remotely via Zoom; that motion, made by Supervisor John T. Schoolcraft and seconded by Supervisor Randy Carter, was also approved unanimously.
The meeting was called to order at 5:52 p.m., included an opening prayer led by Supervisor John T. Schoolcraft and the Pledge of Allegiance led by Supervisor Tim Boardwine, and adjourned at 6:02 p.m. following a motion by Supervisor Randy Carter and a second by Supervisor Steve Bates.
The actions taken were procedural and organizational; no new ordinances, budgets, contracts, or substantive policy decisions were made at this meeting. The board recorded Resolution #1‑2026 as on file with the county administrator's office.
