Bardstown council approves wastewater plant change order, accepts cellular bridge bid and backs America250 KY

The Bardstown City Council approved a series of routine and project-related items during its Aug. 26, 2025 meeting, including a construction change order, a contract award, historic-review approvals and event permitting.
Change order and construction: Councilman David Dones moved to approve Change Order #3 submitted by Dugan and Meyers for the Town Creek Wastewater Treatment Plant upgrade, increasing the contract by $123,234.79 and granting 32 additional calendar days to the project schedule. Councilman Franklin Hibbs IV seconded the motion, which passed 6-0.
Contract award: City Electrical Engineer Eric Richter presented the bid tabulation for the 2025 Cellular Bridge Network. Councilman Joe Buckman moved to accept the LightChange, LLC bid of $42,737.64; Councilman David Dones seconded and the motion carried 6-0.
Historical Review Board: City Attorney Audrey Haydon-Blackmon presented HRB recommendations. The council accepted the HRB's recommendations for COA-25-22 (William and Carol McGinnis — removal of four specified rear trees at 109 S. 3rd Street, with remaining trees to be trimmed) and COA-25-24 (Lem's Café & Bourbon City Kitchen — approval for signage and outdoor seating at 105 E. Flaget Street), with conditions set by the HRB. Councilman Roland E. Williams moved to accept the recommendations; Councilwoman Betty Hart seconded. The motion passed 6-0. Councilman Joe Buckman requested that HRB meeting minutes be provided with future recommendations.
Event permitting and community items: Councilman Bill Sheckles moved to approve a road closure request from the Stephen Foster Drama Association for the Bardstown Craft Beer Festival at the Farmers Market on Oct. 18, 2025; Councilman Franklin Hibbs IV seconded and the motion passed 6-0. The minutes for the Aug. 12, 2025 meeting were approved by unanimous consent. The cemetery deed for Mayme Rice was approved by unanimous consent.
Resolution and staff reports: Assistant City Administrator Greg Ashworth presented information about the Red, White and Bardstown Committee and Resolution R2025-09 to support Kentucky's "America 250 KY" initiative; Councilwoman Betty Hart moved for approval, Councilman Hibbs seconded, and the resolution passed 6-0. Police Chief Kim Kraeszig thanked Fire Chief Todd Spalding for a community demonstration event; Chief Spalding asked residents to join a procession honoring Raywick firefighter Brian Hatt. Council members offered brief announcements about community events; Mayor J. Richard Heaton noted Bardstown's recognition by the NBC Today Show and attendance at the Highway 31E Veterans Bridge dedication.
The council adjourned at 6:54 PM following a motion by Councilman Joe Buckman, seconded by Councilman Bill Sheckles; the motion carried 6-0.
