Ketchikan library advisory board defers bylaw changes and selects new officers

During an extended work session at its April 8 meeting, the Ketchikan Library Advisory Board reviewed proposed changes to its bylaws and operating practices and ultimately voted unanimously to defer formal adoption until revised language is circulated at a future meeting.

Discussion items included separating voting members from nonvoting staff membership, moving duties of the secretary to a designated staff (nonvoting) role, clarifying officer term language and aligning the teen representative’s term with the school year. Members proposed specific redrafts—such as making the director or designated staff the nonvoting secretary and specifying the teen representative’s term to run during the school year (several members suggested an October-to-July or October-start approach). The board did not approve final language and asked staff to produce a redlined version for the next meeting.

The board also addressed scheduling logistics and remote participation options for members who travel or attend school; the director will check with the city clerk about remote‑participation procedures and will provide availability options for the July meeting.

Nominations and elections followed. With no contested slate, Diane (nominated and accepted) was selected as board chair and Grama Echo Hawk was selected as vice chair; nominations were accepted and the leadership changes took effect at the meeting. The board also formally invited teen representative Sofia to continue in her role through the end of July; she accepted.

A motion to defer the bylaw changes carried unanimously; the board scheduled the bylaws discussion to return at a future meeting after staff incorporate the recommended edits. That deferred vote means the current bylaws remain in effect until the board votes again.
