FEC awarded $8.8 million to modernize FECFile; commissioners thank IT and budget staff

The Federal Election Commission announced on June 27, 2024 that it received an $8.8 million award from the federal Technology Modernization Fund to replace the agency's legacy FECFile reporting software with a new cloud-based, web-accessible application intended to improve data quality, filer flexibility and security.
The Chair said the current FECFile was originally released in 1997 and described the award as a multi-year opportunity to modernize the system. "This agency has been awarded $8.8 million from the federal government's Technology Modernization Fund to complete a long overdue project at the commission which is to update our free reporting filing software known as FEC file," the Chair said, thanking staff involved in the application and implementation planning.
The Chair publicly thanked the staff director, CIO Alec Palmer, the deputy CIO (name recorded in the transcript), and members of the IT team and budget office including Paul Clark, Janella Colmer, Debbie Chakona, Ryan Lans and Dorothy Jger. The Chair also thanked CFO John Quinland and budget director James Gerber for their work on the financial side of the proposal and noted that Commissioner Lindal and the Chair served as executive sponsors of the submission.
At the same meeting the Chair acknowledged the retirement of David Gold Schmid, applications branch manager in the CIO's office, noting he joined that office in August 2004 and has overseen mission-critical systems relied upon by commissioners and staff. The Chair said Mr. Schmid will be "very much missed" and that the agency would seek a replacement.
No formal vote was required for the announcement; commissioners used the open meeting to recognize the grant award and an employee retirement. The commission adjourned after the Chair asked whether there were any management or administrative matters and the staff director indicated there were none.
