The Hartford Planning Commission approved application 24-14 by Andrew and Shila Stewart to subdivide a parcel into two lots, with the existing homestead lot approximately 8.8 acres and the remainder of the parcel comprising the larger lot.
Staff explained the proposed configuration and noted that the new lot would be accessed by a new curb cut on Newton Lane and that the existing home would continue to use the Jericho Street driveway. The applicants and staff highlighted natural constraints: portions of the parcel include wetlands and floodplain, and the designated building envelope is intended to limit visibility from distant roads.
Commissioners questioned the map depiction and whether the building envelope sits on a hillside or ridge line; applicants clarified that the building envelope is restricted to a specific area and that the larger parcel extends toward Norwich. Staff reminded the commission and applicants that any future new dwelling located more than 500 feet from a municipal hydrant must be equipped with a sprinkler system per local policy, and that driveway work will require a Department of Public Works permit.
A motion to approve application 24-14 passed. Staff told the applicants they would prepare a written decision for the chair’s signature and mail instructions on how to finalize the approval. The approval creates the two lots consistent with zoning and with the conditions noted during the hearing; any future proposals for additional structures or changes would require further review and permits.
