The Council approved BL2026-1326 (item 16), an ordinance amending the zoning code to clarify entitlements of properties adjacent to or within rail corridors under the 17.37 downtown code. Councilmember Allen and others asked planning staff whether the change would affect greenway or right-of-way parcels that currently lack an ETC zoning designation. Planning staff explained such parcels—often railroad right-of-way—would be assigned the adjacent ETC subdistrict and, where multiple adjacent subdistricts exist, would receive the least restrictive adjacent subdistrict.
The Council considered and approved a technical amendment to correct adopting language and advertising timing; the amendment passed 10–0. The bill as amended then passed 10–0.
The approval clarifies how parcels within or adjacent to rail corridors will be treated under downtown zoning rules and updates the ordinance text for legal advertising and effective-date consistency. The meeting record shows the amendment and the bill both received unanimous support.
