Henipin County awards Rogers $500,000 grant toward Main Street–Territorial roundabout

Staff reported Henipin County will provide $500,000 in cost-participation funding for a roundabout at Main Street and Territorial Road; preliminary design and easement work are underway and construction is tentatively scheduled for 2027 after the Fletcher bypass is complete.
Project manager Doran told the council the city applied for and received a $500,000 Henipin County cost-participation grant to construct a roundabout at Main Street and Territorial Road. The project is included in the city’s capital improvement program and staff said the total CIP for the Main Street project is roughly $9 million; staff estimated the roundabout portion’s cost at about $1.5 million based on a comparable recent project.
Doran said preliminary plans and easement acquisitions on the northeast corner are complete and additional easements on the northwest corner are likely needed. The city is preparing an RFP for engineering services but must obtain county concurrence on the RFP before issuing it. Staff recommended coordinating roundabout construction with the Fletcher bypass completion so traffic closures and detours align with the larger work.
Why it matters: The grant reduces the local funding gap for a long-discussed safety and mobility improvement at a key intersection; easements and a jurisdictional transfer agreement with the county remain to be finalized.
What’s next: County concurrence on the RFP, engineering procurement, final design and easement negotiations ahead of a probable 2027 construction start.
