City Manager Tony McGee, who presented the item, told commissioners the bids were submitted on unit pricing and the city will adjust the number of units to match the grant: "The bids came in at $592,496 ... we have $425,000 of grant money available for this work," McGee said, adding the standard approach is to award as bid and then issue a change order to align the contract to available funding.
Four bids were disclosed in the meeting packet: Plumbers Environmental ($592,496), FiveStar Energy Services ($642,955), Duke's Root Control ($691,970) and Avalanch ($79,918). Staff characterized Plumbers Environmental as the lowest responsive bidder; commissioners approved the award and the manager's authority to execute a change order that reduces the contract amount and adjusts quantities so total payments do not exceed $425,000.
The contract covers internal investigations of the shut‑off meter pit and the main to determine materials as part of the community's lead‑service work. McGee said the work uses unit pricing so the city can reduce the number of units to match the available grant funding.
The motion to award the contract as bid and authorize a change order passed by roll call; staff recorded the action as an approval with the manager authorized to adjust the contract to the $425,000 grant amount. No amendments were proposed during the discussion.
Next steps: staff will execute the contract with Plumbers Environmental and issue the scope change to limit the city’s financial exposure to the $425,000 in grant funding.
