Mount Vernon council approves contracts, rezoning, capital purchase and $6M line of credit

At its March 18 meeting the Mount Vernon City Council approved awarding a $1.366 million downtown greenspace contract, consented to a Miller Lake lease assignment, waived bidding to buy a $244,000 trackhoe, adopted a rezoning ordinance for 1300 Tolle Lane, and renewed a $6 million line of credit with Banterra Bank.
The Mount Vernon City Council on March 18 approved a package of motions that included construction contracts, a rezoning ordinance, equipment procurement and renewal of a municipal line of credit.
The council voted to accept the low bid from Shores Builders, Inc. of $1,366,100 to complete downtown greenspace improvements at 911 Broadway. City Manager Mary Ellen Bechtel presented the bid results and staff recommendation; the motion to accept the low bid passed unanimously among members present.
Councilors approved the Consolidated Vouchers for Accounts Payable totaling $1,454,128.25.
The council consented to an assignment of a Miller Lake lease from Jeri Webb to Troy J. Parrish and approved waiving bidding to purchase a replacement trackhoe from McCoy Construction and Forestry for $244,000 after the city’s previous machine was totaled in an employee accident; insurance proceeds of about $47,000 were described as available to the city and the purchase will come from the General Corporate Capital Fund.
On land use, the council adopted Ordinance #2024-09 to rezone a five-acre parcel at 1300 Tolle Lane from F-P (Flood Plain) to A-G (General Agriculture) at the request of petitioners Leo and Anita Leneave; Planning and Zoning had recommended approval 3–0.
The council also approved a resolution authorizing named designated employees — including City Manager Mary Ellen Bechtel, Assistant City Manager Nathan McKenna, Public Works Director Matt Fauss, Fleet Services Director Mike Shannon, Police Chief Trent Page and Fire Chief Kevin Sargent — to purchase through State of Illinois contracts as required for procurement. Councilors then renewed the city’s annual line-of-credit agreement with Banterra Bank for $6,000,000 at 6% interest for one year; Council Member Joe Gliosci was recorded as abstaining on that vote.
Council Member Joe Gliosci moved to adjourn at 7:40 p.m.; the motion carried. The meeting record was signed by Deputy City Clerk Becky Barbour.
