Kimberly Black told the Frankfort Redevelopment Commission that families and children need designated crosswalks, ADA ramps and curb work at Prairie Creek Park, presenting an $11,000 estimate for two ramps and sidewalk repairs.
"We are looking at replacing...the parking lot next to high-tech label with some curbs and ADA ramps and then the sidewalk," Black said, and asked for crosswalks between the ticket booth, the parking lot and the splash pad so pedestrians would not cross Washington Street randomly.
Commission members discussed technical and legal constraints for crosswalks, including the commission's obligation to provide a compliant landing for an ADA crosswalk and whether driver-facing control devices are required. One member noted that state practice has sometimes required a traffic-control device rather than relying solely on pavement markings.
Commissioners suggested exploring solar-powered flashing beacons that pedestrians can activate and agreed staff should check state statute and ADA guidance to clarify whether additional traffic control is required. Members also noted heavy festival traffic and said the timing probably prevents construction before the Oct. 4 concert; they asked staff to map the precise crossing locations and return with options.
Next steps: staff will research statutory requirements and device options, produce a map of proposed crossing points and report back to the commission; no appropriation or construction vote occurred at the meeting.
