Council approves rezoning for parcel intended for Freedom Academy School

The Reidsville City Council voted to approve a rezoning request for a roughly 31-acre parcel on B Street to allow development of Freedom Academy School.
City planning staff presented the request (document C-2025-02), saying the proposal would change three contiguous parcels from split RS-12/RA-20 zoning to RA-20 to consolidate the owner’s holdings and permit the proposed institutional use. Staff said municipal water exists along the adjacent right-of-way and sewer is available about 650 feet from the site, and that the property is not in a mapped floodplain. Staff and the planning board recommended approval as consistent with the 2022 Reidsville comprehensive plan’s goal to encourage redevelopment of underused land.
Glenn Walker, who identified himself as representing the property owner Patriot Property Group, told council the owner bought an initial 22-acre parcel zoned RS-20 and later acquired an adjoining 8 acres zoned RS-12; the rezoning request would combine those parcels to allow siting of Freedom Academy School. "This is a request really of the planning board to combine the two parts together," Walker said, describing the school’s need for contiguous acreage.
After the public hearing was opened and closed, a motion and second were made and the council approved the rezoning. No vote tally was recorded in the transcript.
The council did not record additional conditions in the meeting minutes; staff said utility connections and spacing from nearby uses informed their consistency finding. The rezoning carries the agenda identifier C-2025-02 and will be processed in accordance with state and local procedures for ordinance amendment and permitting.
