Foxborough Select Board Chair Bill Yukna Says Strategic Plan Will Guide Town's Growth

Bill Yukna, chair of the Foxborough Select Board, said the town is launching a year-long strategic planning process to set long-term priorities for growth, budgets and services and to give residents a greater voice in shaping the town's future. "It's about stepping back and looking at the big picture," Yukna said, adding that a strategic plan covers multiple years and helps leaders make consistent decisions rather than acting project by project.
The plan's outreach will begin with a "scientifically valid" random-sample survey sent to about 3,500 households, host Paige Duncan said, providing a representative baseline of resident views. Duncan said the survey will later be made available to all residents and will be supplemented by community meetings and other engagement activities. "We want to hear from people who may not normally come to meetings," Yukna said.
Yukna and Duncan described the consultant's four guiding questions for the process: where the town is now (strengths and challenges), where residents want the town to be in the future, how to achieve those goals, and how the town will measure progress. The Select Board plans to use the adopted plan as a framework for prioritizing projects and aligning decisions across planning, zoning, schools and advisory committees.
To broaden participation, officials said they will use multiple channels, including the town website alerts, the Fox Alert notification system and an in-person booth at Founders Day. Officials cautioned the process will be substantive and time-consuming: data collection, professional analysis and a draft report mean the effort will likely run through mid-to-late fall and possibly into winter.
Yukna emphasized that measurable goals and regular check-ins will be essential once a plan is adopted so boards and staff can track progress and adjust priorities over time. Both hosts closed by urging residents to sign up for alerts, participate in the survey and attend engagement events while the plan is being developed.
The Select Board has not yet published a final adoption date for the plan; involvement opportunities and the final timeline will be posted on the town website and through Fox Alert.
