Select Board delays enforcement, schedules April check-in on 850 Turnpike coffee wagon

The New Ipswich Select Board agreed on Tuesday to delay any enforcement action against a coffee-wagon operation at 850 Turnpike and scheduled a check-in with the Zoning Board of Adjustment and the property owner for the board’s April 7 meeting.

Board members said the applicant submitted an incomplete application last September that the ZBA treated as not accepted. Town staff and board members told the meeting they have since engaged an engineer to prepare a site plan; the engineer’s work is expected to begin once snow conditions permit. Several select board members described the matter as “in limbo” until a complete survey and set of application materials are submitted.

Given the outstanding survey and missing documents, the board concluded it would be prudent to let staff and the applicant complete the package rather than pursue an immediate cease-and-desist. The board also noted the planning board has been discussing ordinance language for food vendors and that a vote on related warrant language at the March 10 town meeting could affect future regulation.

A motion to schedule a check-in on 850 Turnpike at the board’s April 7 meeting was made and seconded; members carried the motion by voice. The board asked staff to confirm which application parts are missing and to notify the property owner and any agent so a complete resubmission can be prepared.

Next steps: staff will follow up with the applicant/property owner about the missing materials and the planned survey; the board will revisit the item on April 7 and consider any ZBA input and the finalized application then.
