Council amended the staff recommendation to approve the 2024 placement for the remainder of the garden season, require staff to notify the owner of alternative options available under existing bylaw (for example temporary use of public parking spaces), and request a staff report proposing formal guidelines and fees for municipal land commercial use to be brought back to council prior to next spring. The amended motion carried.
Council also received and discussed correspondence and consent items including a property-standards complaint and funding notices. A councillor raised concern about a letter from a private gas utility lobbying municipalities; that councillor said the utility’s material risked misrepresenting independent regulatory decisions. No formal motion on that correspondence was recorded in the transcript.
The council adopted the Town of Deep River Strategic Plan 2024–2027 with three minor wording edits requested by councillors: add the term "accountability" alongside "transparency," broaden a performance-measure objective into a performance-measurement framework, and remove the word "building" from the vision language. Council agreed the revised document will serve as the guiding strategic framework.
Finally, council approved bylaws on the evening’s agenda, including a bylaw authorizing the QP collective agreement and a bylaw delegating authority for events of municipal significance. The confirmatory bylaw to adopt the meeting proceedings was read, passed and signed.
Next steps: staff will prepare the requested municipal-land-use report with proposed guidelines and fees, and will implement the minor edits and formalize the strategic-plan documentation for distribution.
