Staff recommends removing 20-year-old service district; collected funds to remain reserved for intersection work

County staff recommended the board consider removing a 2006 service district that levies a small incremental real-estate tax to fund intersection improvements near Poway Parkway and Charter Colony.
Staff said the district was created based on a commercial-heavy pro forma that did not materialize after the Great Recession, leaving mostly residential taxpayers subject to the increment. The board approved lowering the increment in 2019 from 15 cents to 5 cents; staff now said the district’s 20th anniversary provides an opportunity to dissolve it while reserving and restricting all collected dollars for the agreed intersection improvements.
Staff emphasized that removal of the incremental 5-cent levy would not forfeit funds already collected; those monies would be restricted for intersection work. Staff also said the county can pledge the larger incremental piece of future value growth by policy choice to projects such as Powhite improvements while giving the county more flexibility for other uses.
If the board agrees to remove the district at the June meeting, staff said the change would take effect for December tax bills and staff has coordinated with the county tax office to implement the removal.
