Collingswood to spend $230,000 on pocket park; council introduces temporary DOT easement

At its Jan. 10 meeting the Collingswood Borough Commission held a public hearing on a second‑reading ordinance to appropriate $230,000 from the General Capital Improvement Fund for work on a pocket park (Paca Park). The mayor said a contract has been awarded and, weather permitting, work is expected to begin in the next four to six weeks.
"This is money that's going toward the pocket park ... the pocket park will be coming shortly," the mayor said while describing the appropriation as funding carried from prior years into current capital spending.
Separately, the commission introduced a walk‑on ordinance to grant the New Jersey Department of Transportation a temporary easement on a small triangular borough‑owned parcel adjacent to Haddon Avenue to allow DOT to use the site for construction staging. The mayor said final reading for the easement ordinance will be at the March meeting.
Council also authorized re‑advertising bids for the 'gateway to downtown' streetscape work (Atlantic/Collingswood bump‑outs) after rejecting bids received Nov. 26, 2024, to seek clearer proposals and avoid potential legal challenges.
Next steps: the pocket park contractor anticipates mobilizing within weeks pending weather; the DOT easement returns for final reading in March and the borough will re‑advertise the gateway project to solicit additional bids.
