Jamestown council adopts $17.37M budget, approves rate increases and park grants

Jamestown — On June 25 the Jamestown Town Council adopted the town’s FY 2024–25 budget and approved several related items including rate adjustments, capital projects and grant awards.
Staff presented a balanced proposed budget totaling roughly $17.37 million for town operations, capital improvements and debt service and noted the packet includes a proposed tax rate of 62.5 cents for fiscal year 2024–25. Town staff said water and sewer rates would rise by about 14% to reflect wholesale increases charged to Jamestown by its partners (Piedmont Triad Water Authority, City of Greensboro and City of High Point). Projected water and sewer usage fees were presented at approximately $4.6 million; other general-fund revenues and expenditure categories were summarized during the presentation.
During budget deliberations councilmembers discussed revenue forecasts, capital needs and tradeoffs made in workshops to control the tax-rate impact. Staff outlined options and said the recommended budget is balanced. “The budget is balanced,” staff stated during the presentation.
The council voted to adopt the budget ordinance. The roll-call vote recorded in the meeting transcript shows the motion carried.
Council also adopted the town’s updated capital improvement program and strategic plan, set a public hearing for July 16 on proposed Land Development Ordinance (LDO) text amendments to clarify sidewalk requirements (revising language to require sidewalks on both sides of new streets), and awarded the Jamestown Park shelters contract to Bars Recreation as the lowest responsive, responsible bidder for approximately $136,600. The council accepted a $769,000 Golden Leaf Foundation grant to fund flood-mitigation work in the Forestale East neighborhood and authorized the town manager and finance director to execute related documents.
Staff provided project updates in the manager’s report (Main Street waterline replacement, Oakdale sidewalks, crosswalk and small sidewalk projects) and noted grant successes and staffing achievements. During the meeting a resident raised concerns about PFAS/PFOS detections in tap-water samples and urged the town to take proactive steps even though Jamestown purchases water from larger wholesale providers; that comment was entered in the public-comment record for follow-up.
The council closed its business and adjourned. The budget and associated documents become effective July 1 unless amended by future council action.
