Council approves emergency appropriations ordinance and hears updates on sewer, Dunkin construction and parks

The Newton Falls Council unanimously adopted Ordinance 2024 D42, an emergency appropriations ordinance authorizing adjustments to 2024 appropriations and empowering the finance director to amend and file a certificate of resources with the county auditor. Council said the amendment will allow work to proceed on the electric substation project and make several smaller fund increases.
Finance staff summarized the memorandum and answered council questions. The ordinance received a first reading, a second/final reading, and passed by recorded unanimous vote.
City manager Mr devney reported multiple operational updates: Dunkin Donuts construction is progressing with footers and conduits installed and a concrete pour scheduled; the Scott Street sewer mainline installation is complete and residents who filed forms and qualify for Trumbull County assistance may connect once county work is done, with connection bids expected by March 31, 2025; and a survey and platting process was authorized for a proposed vacation of part of Jackson Street, with two of three adjacent owners expressing interest.
Department staffing updates included a wastewater employee returning from medical leave after a motorcycle accident, maintenance staffing still one worker short with an anticipated October return to full staffing, and one electric department employee submitting a resignation effective Friday with recruitment to follow.
Council heard Parks & Recreation announcements including a Park and Rec meeting scheduled for September 24 at 6:00 p.m., recent park mulch work, a skate‑park painting contest nearing completion (winner to be presented to Parks & Rec), and community Halloween events: a trunk‑or‑treat at Newton Falls Elementary and Middle School on Oct. 24 (5–6 p.m.) and a community Trick‑or‑Treat on Oct. 26 (4–6 p.m.).
A representative from U.S. Rep. Dave Joyce's office attended and provided literature on constituent services and grant assistance. The council later moved into executive session to discuss pending and imminent litigation; the motion passed unanimously.
The meeting recessed for executive session, returned later, and adjourned by unanimous vote.
