Second reading fails for rezoning of office property after public opposition

Leach — The council on May 26 failed to adopt a second-reading ordinance to rezone a property from office to neighborhood commercial (zone case 2911E), following public comment and a split council.
Director of Planning Kristen Sager reminded the council that Planning & Zoning had recommended denial and that the future land use plan designates the property for office uses. The item had passed first reading at a prior meeting by a 5–2 vote, but at second reading the motion to adopt the ordinance failed by a 3–4 margin.
Resident Brenda Whitten, who had registered to speak, told the council she and her husband remained concerned about the rezoning and cited differences in operational hours, parking and an estimated 2,000-square-foot increase in the proposed use. The council noted two emailed comments in opposition as well.
Because the second reading failed, the ordinance was not adopted and the property’s zoning remains as currently recorded. Planning staff recorded the notice responses and will proceed based on the council’s decision and applicable procedures for future submittals.
The council moved on to other agenda items, including additional district-wide rezoning measures and administrative business.
