The Millburn Township Charter Study Commission on Dec. 30 ratified a legal-services contract with King Mench & Collins LLP and amended the agreement to apply a reduced hourly rate after an initial $45,000 cap. The commission also adopted its 2026 meeting schedule and confirmed the Bower Center as the meeting location.
Commissioners said the resolution to ratify the contract (Resolution 25-004) was primarily procedural — it re-posted the required 10-day notice after an earlier publication step was missed — and did not change the substance of the engagement. The resolution, as amended, states that legal services will be provided at a blended hourly rate of $225 per hour up to a total of $45,000 and that a blended rate of $175 per hour will apply for work after the $45,000 threshold, subject to prior commission approval. A certification of funds from the township chief financial officer confirming sufficient 2026 budget funding for the engagement was attached to the amended resolution.
At roll call the clerk recorded the vote on 25-004 as: Mr. Biller (absent); Dr. Khan (yes); Miss Parker Lunt (yes); Mr. Chennaz (absent); and Mr. Ducker (yes). The motion passed, 3–0 with two absences.
The commission next moved to adopt Resolution 25-005, which establishes the commission’s 2026 meeting schedule and lists the Bower Center (fireplace room) as the location for meetings when in-person space is used. That measure likewise passed on roll call with the same attendance pattern.
Commissioners said attorney Michael Collins will attend the next meeting (Jan. 8, 2026) to begin work with the commission; they emphasized that the February and later meetings will follow the adopted schedule. The commission directed staff to post the adopted schedule and meeting packet pages on the public website so residents can find dates and agendas.
Actions recorded by the commission at this meeting included the formal ratification of the legal contract (Resolution 25-004, approved as amended) and adoption of the meeting schedule (Resolution 25-005, approved).
