Engineer: DEP gave preliminary OK for Porter Road WWTP; vendors to submit proposals in weeks

Fred Ebert, the Authority’s engineer, said the U.S. Environmental Protection Agency and Pennsylvania Department of Environmental Protection provided preliminary feedback on the proposed wastewater treatment plant (WWTP) site on Porter Road and Ebert has shared that information with equipment vendors.
Ebert told the Authority that vendors will need roughly three to four weeks to return proposals and process calculations. He said he does not yet have an approval on DEP letterhead but "has their email with approval," and that Chris Snowden, DEP’s aquatic biologist, walked the site and "confirmed there was no dam in the area." Ebert said he will circulate vendor proposals and process calculations when they arrive.
Why it matters: DEP approval and vendor proposals are the next steps before the Authority can refine cost estimates, select equipment and set a project schedule. Ebert indicated those technical steps are underway, but he did not present a final procurement timetable.
Ebert also updated the Authority on related capacity-management and inflow-and-infiltration work. Following a Jan. 13 meeting with DEP staff, Ebert said DEP is considering removing a Capacity Management Plan (CMP) restriction for the Porter Road Pump Station based on the Authority’s submitted data. He has also submitted additional analysis for the Sanatoga Lake Pump Station to seek CMP removal there.
Separately, Ebert said Sewer Specialty Services is preparing a proposal to install liners in the Woodgate Development to reduce inflow and infiltration (I&I). The Authority’s objective is to complete the lining work in March to lower flows into the Sanatoga Lake Pump Station.
The engineer did not present a final DEP letter or a committed construction schedule at the meeting; he said he will follow up when vendor proposals and formal DEP documentation are available.
