Calvert County PAB administratively closes complaint after sheriff27s internal review; board updates body‑worn camera recommendation

The Calvert County Police Accountability Board voted April 27 to administratively close a public complaint after the law enforcement agency said an internal review found no misconduct or policy violation.

At the meeting the board discussed the procedural difference between an internal review by the law enforcement agency and a formal misconduct investigation. The chair said the agency27s review did not identify a policy violation and asked whether the board should keep the matter open for additional goals or close it; a member moved to close the complaint and another seconded. The motion passed by voice vote and the chair stated the matter was retired.

Board members also pressed for a reminder to deputies to activate body‑worn cameras under policy 111‑703. The sheriff said the department had already issued reminders and incorporated camera-activation guidance into the new training sequence and field-training period for recruits. The board amended its recommendation to note that the sheriff27s office had already reminded officers and that the reminder had been built into training; members adopted that amendment by voice vote.

The chair emphasized that the distinction between an internal review and a misconduct investigation can cause confusion and said the board had requested clarification from Wayne Silver, who supported the sheriff27s handling of the matter. The board recorded that, for Nov. 20 to May 19, it had received 18 complaints, three of which were ineligible for review and 14 of which were reviewed by the Administrative Charging Committee; one administrative charge resulted in an agreement with the sheriff27s office.

The board recorded no public comments and adjourned the meeting. The board27s next scheduled meeting is Aug. 26, 2026.
