Loveland Council unanimously approves sidewalk grant application, road-salt contract, schedules tax-budget hearing and signs PAS remediation letters

At its meeting, the Loveland City Council unanimously approved several routine but material items: a cooperative grant application with Sims Township for sidewalk improvements along Union Cemetery Road, a contract with Cargill for bulk road salt for the 2026–27 winter season, a public hearing on the 2027 tax budget, and a motion to sign letters requesting PAS remediation and construction funding from state and federal legislators.
Union Cemetery Road: Council reviewed a cooperative agreement to join Sims Township in applying for a Southwest Ohio Regional Transit Authority Metro Transit Infrastructure Fund grant to fund sidewalks on Union Cemetery Road from Montgomery to Carrington. Staff recommended committing a local match should the grant be awarded. The resolution authorizing the city manager to execute the cooperative agreement (Resolution 45) passed by roll call vote, 7–0.
Road salt contract: Staff reported four public bids for approximately 1,000 tons (plus or minus 20%) of bulk road salt. Bidders were Compass Minerals America, Morton Salt, Cargill and Evans Landscaping; Cargill was recommended as the preferred bidder at a price of $112.90 per ton dumped and $148 per ton piled. Council also noted that city staff secured a $75,000 grant for a new brine machine to support salt operations. Council adopted Resolution 46 awarding the salt contract to Cargill, 7–0.
2027 tax budget hearing: Director of Finance Mark Medler explained the tax-budget step required under the Ohio Revised Code and asked council to schedule a public hearing. Council voted to hold the 2027 tax-budget public hearing on July 14, 2026 at or about 7 p.m.; the motion passed 7–0.
PAS remediation letters: Staff presented draft letters to several federal and state legislators requesting support for PAS remediation funding and construction dollars. Council discussed recent EPA timeline proposals (staff said U.S. EPA is proposing moving a compliance deadline from 2029 to 2031) and approved a motion to sign and send the letters; the motion carried 7–0.
Each of the formal votes on the items above was unanimous. Several council members thanked staff for work on grant applications and procurement; no further substantive debate or amendments were recorded on these items.
