Director Hunter walked commissioners through a redlined draft, highlighting clarified language on how alternates may fill in for regular members and participate in bylaw or vice-chair elections, and the limits on alternates’ voting for zoning recommendations. The draft also clarifies appointment pathways for alternates to full membership and restrictions on the number of members who hold an occupational city business license.
Hunter flagged one specific sentence about abstention language that should be reworded — whether a member "may" or "shall" abstain when a conflict of interest exists — and recommended rephrasing into two sentences to reduce ambiguity. Staff said the ordinance must be advertised before final adoption; the commission did not take a final vote and directed staff to advertise the revised language and return with the public-hearing-ready text.
No action was taken to adopt the amendment at this meeting; staff will prepare the revised text for advertisement and a future hearing and vote.
