Swanzey Planning Board defers detailed excavation-permit review until full board convenes

Town planner Adam Pette explained that RSA 155-E minimum standards have been incorporated by reference into the town's zoning ordinance, giving the town authority over sand, gravel and similar earth-material operations while the state retains jurisdiction over mineral extraction. Pette told members he would circulate an older excavation application form and records of the RSA adoption for review ahead of the fuller discussion.
Pette also clarified staff roles: the assessing coordinator referenced in prior discussions does not have decision-making authority over excavation permits; the planning department serves as the primary contact and the planning board is the regulating authority. He proposed a 12-month timeline for compliance on outstanding matters, and noted the board could consider an 18–24 month timeline as an alternative. Members emphasized they want the full board present for technical and policy decisions on any changes to excavation rules or remedies.
The board scheduled deeper review for a future meeting when a full membership can participate and requested staff distribute background materials in advance so members can prepare.
