Stormwater manager reports MS4 compliance progress and public outreach

Will Emblem, the town’s stormwater program manager, presented the annual MS4 report to the Victor Town Board on Feb. 23, outlining activities under the six minimum control measures required by New York State’s MS4 permit.
For public education and outreach (MCM1), Emblem said the town ran educational booths at the Victor Central School Science Expo (144 interactions) and at the Explore Victor event (more than 450 interactions) and updated educational materials with the Ontario Soil and Water Conservation District. For public involvement (MCM2), he noted the draft annual report and the Storm Water Management Program Plan (SWMP) are posted on the town website and that hard copies are available in municipal offices for review.
On illicit discharge detection and elimination (MCM3), Emblem said the town inspected approximately 20% of monitoring locations this year and will continue to reach 100% of locations within five years under the new permit. For construction stormwater management (MCM4), he reported 26 active construction sites covered by SWPPP/permits, 25 friendly enforcement letters sent, and no notices of violation in the reporting cycle.
Emblem described post‑construction maintenance (MCM5): the highway department performed 14 drainage and stormwater facility maintenance projects this reporting period, often in response to resident reports. For pollution prevention at municipal facilities (MCM6), he said Labella reviewed and updated the Storm Water Pollution Prevention Plan (SWPPP) for 60 Rosson Road, developed a Spill Prevention, Control, and Countermeasure (SPCC) plan required for MSGP coverage, and the town is performing quarterly laboratory testing of two outfalls to the village stormwater system and reporting results to DEC via NetDMR.
Board members praised the cross‑department collaboration and thanked Emblem for the report. Emblem invited board members and residents to follow up with questions after the meeting.
"I coordinated with the Ontario Soil and Water Conservation District’s environmental educator to run booths at both the Victor Central School Science Expo and the Explore Victor event," Emblem said. "At the VCS event we had 144 interactions and at the Explore Victor event we had over 450 interactions, which was outstanding."
