Beaufort County commissioners on May 20 convened a budget workshop focused on proposed expansion items from county departments and outside agencies and scheduled nonbinding budget refinement next week and a public hearing on June 1.
The workshop opened with the Chair reminding attendees that the meeting was a workshop and that financial details were available in the commissioners’ books. Staff said no formal votes would be taken at the session; a motion to excuse a commissioner was made and the board signaled assent by raising hands.
County staff led commissioners through internal requests including an Animal Services full-time care coordinator to restore patrol coverage and reduce on-call strain; a Public Works request for an additional maintenance technician to shift the division from reactive to preventive maintenance; and Tax Office position reclassifications and a month of overlap/training for a retiring real property manager. Health Department officials described a newly awarded rural community health grant to fund a new primary/intermediate care provider for three years.
Outside agencies and nonprofits made a broad set of funding and capital requests. Watson Sutton of Quantum Community Solutions asked for $20,000 to support New Direction Local Reentry Council services and presented recidivism and program-outcome data. Tourism and cultural groups requested appropriations and roof repairs (Aurora Fossil Museum); local chambers and visitor centers asked for transitional support while pursuing a countywide TDA. Libraries asked for wage adjustments and a bookmobile to improve outreach. Food-security and homelessness providers including the Food Bank of the Albemarle, Open Door Community Center, Safe Harbor Helpline and Zion Shelter described high demand and requested additional operating support.
Staff told commissioners they would use a straw-vote process on May 26 to refine cuts and increases (a nonbinding spreadsheet exercise) and reminded the board that a public hearing on the budget is scheduled for June 1; adoption is tentatively calendared to follow the hearing if the board does not act then.
The workshop produced no final budget decisions. Commissioners will weigh the requests at the May 26 straw-vote session and the June 1 public hearing.
