Committee advances FY27 operating budgets, CPC appropriations and revolving funds to full council
Summary
The Ways and Means Committee read and voted on FY27 appropriations for the town's operating budget, enterprise funds, stormwater, cable PEG, CPC appropriations and revolving funds; motions including the main operating budget and CPC appropriations passed on committee votes and will be considered by the full council.
At the close of the May 18 hearing, the Committee of Ways and Means read and voted on a slate of motions to advance FY27 appropriations.
Key committee actions included approval of the FY27 operating budget request to raise and appropriate approximately $182.36 million (funding to be drawn from a mix of receipts, overlay surplus, sale of cemetery lots, enterprise receipts, stabilization and the tax levy), approval of enterprise budgets for golf and water/sewer, and authorization to incur snow-and-ice deficit liabilities under G.L. c.44, 31D.
The Community Preservation Committee recommendations were also advanced: appropriations to the community housing reserve ($150,000), open-space reserve ($150,000), historic-resources reserve ($150,000), a budgeted community preservation reserve ($781,251) and FY27 administrative operating funds ($64,830) were all approved by committee motion and voice vote.
The committee approved the continuation of multiple revolving funds for FY27, including elder affairs services ($30,000), library materials ($45,000) and several school and public-works-related revolving accounts; all continuation motions and CPC items were seconded and carried on committee votes.
Votes recorded in committee were largely unanimous on the motions read; several members recorded abstentions on the operating budget motion. The committee advanced all motions to the full council for final action.
