The Ulysses Planning Board on Sept. 16 approved Resolution 2025‑015 granting final site‑plan approval for a proposed 85‑foot tram system on the Wilson property at 1587 Tconic Boulevard.
The board granted approval with conditions that required area variances from the town board of zoning appeals be obtained before any construction permit is issued. The resolution text recorded by the board states the planning board "hereby grants the site plan approval for the proposed site plan" and lists standard conditions including the requirement that all applicable area variances be secured prior to permit issuance.
Applicant Sean Richie, speaking for property owner Victoria Wilson, proposed a tram that would follow the alignment of an existing, older track down a steep slope to the lower portion of the lot near the shoreline. Board members said the proposal would remove the old rails, place new platforms near ground level at the bottom landing and avoid major tree removal except for minor limb trimming. Members who visited the site described an existing seawall and a narrow lawn area at the lower edge of the lot.
The board recorded the motion to consider Resolution 2025‑015, read the resolution into the record and voted in favor. The transcript shows no roll‑call tally; board members approved the resolution by voice vote. Staff was asked to circulate the signed resolution and obtain required signatures before transmission to the town board and to note that the town’s BZA has a related hearing scheduled separately on variances tied to the project.
Next steps: the planning board’s approval is conditioned on the applicant obtaining any area variances from the town zoning board of appeals. If the variances are granted, the applicant may proceed with required permitting; if variances are denied, construction would not proceed under the current approval terms.
No public hearing on the final site plan was recorded at this meeting, and board members said they had not received written public comments prior to the meeting.
