Staff presented an amendment to the town's water bond ordinance, asking the Munster Town Council to increase the scope to a little over $20 million for water-main replacements, water-tower upgrades, valve-vault work and other distribution-system projects.
The presenter said the amendment would also allow the bond to pay off a bond anticipation note issued last year and that the town’s current water rates were designed to support this additional borrowing. Councilors voted to set a second reading and adoption of Ordinance 1987 for the council’s Aug. 4, 2025 meeting; the bond closing timeline cited by staff was mid-September 2025. The item was heard on first reading only and is not yet adopted.
Why it matters: the work described affects core water infrastructure across town (mains and towers) and will guide capital spending and borrowing levels for the next several years. Councilors and staff framed the proposal as an execution step on projects identified through the water model the council previously approved.
Details: staff described an updated project list and budget totaling just over $20 million that would be financed by the bond; the bond would retire the temporary note issued last year. Staff stated that current water rates will support the debt service and that no rate increase is expected as a result of issuing the bond. Councilors voted to schedule the ordinance’s second reading and adoption for Aug. 4, 2025 and to continue the bond issuance process through staff and bond counsel.
What’s next: Ordinance 1987 returns for second reading and final action on Aug. 4, 2025. If adopted, staff will proceed with necessary steps to close the bond and retire the prior anticipation note.
Provenance: First presentation and discussion: SEG 299–SEG 347 (staff presentation and first reading).
