Hilltown accepts Glen Court, adopts deed resolution and awards culvert replacement contract

The Hilltown supervisors voted to accept completion of public improvements and to accept dedication of the internal roadway (Glen Court) for the five‑lot Hilltown Glenn subdivision on 781 Miny Trail, contingent on several conditions: submission of title insurance for the dedicated road, maintenance of financial security to guarantee required improvements, and continuation of an 18‑month maintenance period. Engineering staff stated the required maintenance financial security amount as approximately $6,717 and noted the township currently holds more than that in escrow.

Following that motion, the board adopted Resolution 2024‑15 to accept the deed of dedication for the internal roadway and authorize recordation so Glen Court can be added to the township’s liquid fuels list.

Separately, staff reported that the East Crey Road culvert replacement project received six bids on July 11; the apparent lowest responsible bidder was CMR Construction with a total bid stated earlier in the meeting as $319,500. The board moved to award the contract to CMR subject to compliance with unit prices, execution of contract documents, and receipt of a certificate of insurance, performance bond and payment bond. Engineering cautioned that prefabrication of the precast culvert may delay physical work until the following season because lead times can be three to six months.

Board members asked about contractor references and schedule; staff said bidders were competitive and provided references in their packets. The board approved both the dedication/resolution and the contract award with the standard conditions.
