The Finance & General Government Committee on April 14 considered multiple personnel resolutions intended to address severe understaffing across town operations.
Janet, speaking for the finance office, requested a resolution to hire a full-time confidential assistant for the controller’s office, citing a reduction from an ideal six-person staffing level to three and the resulting operational strain on payroll, accounts payable and receivables. She described the preferred candidate’s bookkeeping and small-business accounting background and said the role would be non-union and intended to provide broad cross-training and succession support.
The committee also reviewed a resolution to permanently appoint a clerk in community programs (Courtney, transitioning out of the HELPS program after six months, with probationary service through Aug. 26), and a recommendation to permanently appoint Sergeant Ian Munger in the police department after his October appointment. For the wastewater treatment plant, staff recommended appointing a plant operator trainee, hiring a plant mechanic and an additional wastewater employee to return the plant to full staffing; members confirmed these are new hires rather than internal promotions.
Committee members emphasized the need for cross-training and a phased approach consistent with civil service rules for promotions and appointments. Several resolutions will proceed to the full board for formal approval.
