Staff reports: housing projects, ecological center groundbreaking and ADU program updates

Community Development Director Brent Cooper provided the management and staff oral report, highlighting several active projects and programs:
- Sunsquare resubmittal: a mixed-use application on Napa Junction Road was resubmitted in mid-May proposing 36 one-bedroom affordable units and about 7,900 square feet of office space; staff is reviewing the revised submittal.
- Richmond American ' Canyon Estates: staff completed lot-by-lot design adjustments to fit homes on sloped, irregular lots; a model home is open and production homes are under construction north of the high school on Newell Drive.
- Napa River Ecological Center: staff reported a May 6 groundbreaking and that construction permits are active.
- Domain apartments: lower-tier units received certificates of occupancy on May 12 and tenants are moving in.
- ADU program and county forgivable loan: Cooper previewed an upcoming update to the city's accessory dwelling unit ordinance to track state HCD changes; he also described a county forgivable-loan program that helps homeowners build ADUs if they rent them to low-income tenants, noting the program is forgivable when conditions are met.
