Germantown Central School District proposes $18.49 million 2026–27 budget, cites debt service driving tax increase

The Germantown Central School District presenter unveiled a proposed $18,488,484 budget for the 2026–27 school year, a $1,336,399 increase from the prior year representing a 7.79% rise. The presenter said most of the increase reflects debt-service obligations tied to bonds and bond–anticipation notes issued for a capital project approved in 2023.
The district projects a $1,086,000 (11%) increase in the non-instructional budget and a $250,000 rise in instructional spending; the presenter attributed instructional savings in part to retirements and hiring at lower salary steps. "We are looking at a total budget expense 18 million 488,484," the presenter said, adding the rise is primarily due to the capital borrowing the district must now service.
The proposed tax levy increase is 6.56%, which the presenter said falls within New York State tax-cap rules and therefore does not require a supermajority vote. The presenter gave an exclusions estimate of $723,413 and calculated homeowner examples using 2025 assessment data: for a $350,000 home, estimated annual increases were Ancram $196, Clermont $184, Gallatin $285, Germantown $300, Livingston $376 and Taghkanic $177.
The budget is presented as a three-part plan: administrative costs (8.10%), capital (14.48%) and program (77.42%), with the presenter noting capital’s share rose because of recent debt service. Printed budget summaries are available at Germantown Library, Germantown Town Hall and district offices, and the presenter said QR codes on flyers link to full financial data on the district website.
The district adopted the final budget at a board meeting on April 22 and scheduled the public budget vote for May 19 at the elementary school gymnasium from 7:30 a.m. to 9:00 p.m. The presenter closed by inviting questions from attendees.
