Porter council approves police promotion recognition, vehicle quotes and PC purchase

The Town of Porter council approved several police department personnel and equipment measures after a report from Police Chief Dicki.
The council authorized recognizing 4.5 years of prior service for Christopher (Chris) Lear of Portage PD to apply toward vacation accruals; the chief clarified that the recognition does not apply to department seniority. Chief Dicki said the recognition aligns with longstanding local practice for previous hires and asked the council to approve the accommodation. The motion passed.
Chief Dicki also requested council permission to solicit three or more quotes for two vehicles planned for 2026 fleet purchases; the council approved the request. The chief said procurement would follow legal review and standard competitive quoting procedures.
Separately, the council approved a request to declare Assistant Chief Jason Casbman’s service weapon surplus and transfer it to him for $1 effective upon his retirement on Oct. 31.
On technology and station needs, the council approved spending not to exceed $8,500 from the Local Income Tax (LIT) fund to purchase 11 station PCs (the chief and staff clarified the request reflected 11 units at a not-to-exceed total of $8,500). The chief said the department’s officer who handles IT will set up the equipment and that any grant funds awarded later would reimburse the LIT fund.
All motions reported in this section were approved by voice vote or consensus during the meeting; the council did not alter the chief’s requested terms during debate.
