School board reappoints superintendent, approves Spotswood concession bid and appoints governor’s-school alternate

The Rockingham County School Board voted unanimously to reappoint Dr. Larry Shifflet as superintendent on a new four-year contract through June 30, 2030, and authorized the board chair to execute the agreement.

Board members praised Dr. Shifflet’s visibility and engagement across the division during the discussion before the vote. The motion to reappoint was moved and seconded; the board approved it by voice vote, recorded as 4–0.

Separately, the board awarded the construction contract for a new concession, press box and restroom facility at Spotswood High School to the low bidder, Nielson Builders Incorporated of Harrison, Virginia, for $668,300. Steve Reid, director of maintenance, said four firms submitted sealed bids and recommended the low bidder; board members asked about the large price spread between firms and were told differences can reflect subcontractor workloads, profit margins and scheduling.

The board also appointed Hillary Irons as the alternate representative to serve on the Massanutten Regional Governor’s School board in the absence of Holly Cave. The motion to appoint Irons was seconded and approved by voice vote (4–0).

In addition, the board approved a consent agenda of routine items (minutes, field trips, bus bills/mileage, personnel listing) on a 4–0 voice vote.

What’s next: The superintendent’s contract will be finalized by signature, the Spotswood project will proceed with the awarded contractor, and the district will add the alternate to the governor’s school roster for upcoming meetings.
