James T.G. Hammer (representing the petitioner) described a 7,500-square-foot, full-masonry office building and explained the team’s outreach to INDOT after a prior workshop in August 2025. He said INDOT accepted the traffic analysis, reissued a driveway permit and asked that the frontage alignment be adjusted slightly to provide more queuing and that a left-turn lane be striped into the site. The petitioner added that the design was altered to reduce pond size and to provide queuing and a left-turn lane geometry the state found acceptable.
Commissioners focused on traffic operations, queuing and how the proposed access would affect neighboring residential lots. Several members praised the building design and noted that striping improvements — rather than large roadway reconstruction — would likely meet INDOT’s recommendations. The workshop did not include votes or formal approvals; the petitioner said it intends to return with a primary-plat hearing and subsequent secondary/site approvals once engineering and INDOT conditions are finalized.
What happens next: The applicant will complete engineering and return for formal plat consideration; city staff and INDOT conditions will determine whether additional right-of-way or striping changes are required prior to final approval.
