East Vincent approves expanded Lock 57 plant and new PFAS treatment for PA American Water

The East Vincent Township Board of Supervisors voted to grant amended final major land development approval for Pennsylvania American Water27s Lock 57 project, allowing the plant27s capacity to rise from about 6.6 million gallons per day to roughly 11 million gallons per day and adding a small treatment building to remove PFAS from drinking water.
Joseph Katusi, the attorney representing Pennsylvania American Water, told the board the company has mobilized on site, purchased equipment and needs the additional building to meet federal and state PFAS treatment requirements. "This is about removing contaminants from a water supply that we have no choice but to treat," Katusi said, adding the company will obtain all required federal and state operational permits.
Engineer Mike Kissinger reported the changes add roughly 16,000 square feet of building and about 36,000 square feet of additional impervious surface but remain inside the previously approved limit of disturbance. The township engineer said revised stormwater plans and MPDES requirements are in place and that the change should not create downstream stormwater impacts.
The board attached three conditions to the approval: dedication of certain adjacent roadways to the township, settlement and payment of an outstanding fee-in-lieu for trees, and further coordination between PA American and the township on providing domestic water service to Independence Park. Katusi said PA American is willing to work with the township on the Independence Park connection but noted unknowns about pressure and exact capacity needs.
Residents who live near the plant raised concerns about heavy construction traffic, late-hour activity and road safety. "We had crews working until midnight and it was disruptive," said a Penhurst Road resident; PA American representatives said they would notify the township and neighbors in advance of after-hours work and work with contractors to reduce late-night disruption.
The board approved the amendment by voice vote. The resolution incorporates the prior final approval (Resolution 22-2023) and adds the conditions noted above. Township staff, the zoning solicitor and the applicant will complete remaining technical permitting and recording steps before final plan recording.
