The Agricultural Labor Relations Board heard an executive officer report and procedural business at a meeting called to order at 10:03 a.m. The executive officer, Santiago, summarized recent case activity, including a withdrawn complaint, an administrative order that approved enforcement of a subpoena duces tecum, a decision released to compliance, and pending petitions in a mediation matter.
Santiago told the board that a complaint against Redwood Empire Vineyard Management, Inc. (case nos. 2024 CE079 and 2024 CE096) had been withdrawn; the request in that matter was filed May 5 and involved an informal bilateral settlement agreement in May 2025 concerning grapes in Sonoma County. Santiago also reported that the board issued an administrative order in the Dixon B Company LLC matter (ALRB admin order no. 2026-05; case no. 2024 CE093) dated May 5, 2026, and that the board granted the general counsel’s renewed request for enforcement of a subpoena duces tecum in that proceeding.
On another matter, Santiago said the board issued a decision and order in Restagar Farms Management Inc. (cited as 52b number two) that concerned an administrative law judge’s default decision in case no. 2024 CE0107; that matter was released to compliance on May 20, 2026. He further reported that in Olive Hill Green Houses Inc. (2024 MMC00002), a mediator’s report was resubmitted May 14 pursuant to ALRB admin order no. 2026-04 and that both the employer and the union filed petitions for review on May 21.
"That concludes my report. Happy to answer any questions," Santiago said after the updates.
Following the report, the board corrected an earlier agenda error and moved to approve meeting minutes from April 29. A member moved, Board member Broad seconded, and the board approved the minutes by voice vote; the chair stated, "The minutes from April 29th have been approved." The meeting record does not include a roll-call tally for the minutes approval.
The chair explained procedures for public comment, including how remote participants could use the Zoom raise-hand function or unmute by phone, and reminded attendees that the board may not hear, respond to, or discuss pending case matters during public comment. Staff reported no advance public commenters and no hands raised from attendees, and the board closed the public comment period.
The board recessed into closed session and later returned at 11:10 a.m.; the chair noted that Member Hall had been present in open session and should be recorded as present for the meeting. The chair announced the board’s next meeting is scheduled for June 10 at 10:00 a.m., to be held in Sacramento and online, and then adjourned the meeting.
