Rockford council approves resolution opposing proposed solar facility at 8616 Spring Creek Road

The City of Rockford approved a resolution to file a legal objection with Winnebago County to a proposed solar energy facility at 8616 Spring Creek Road.

Mayor McNamera and city planning staff told the council the site is part of a targeted growth area where the city has invested in water and sewer extensions and other site‑readiness work. "We have put this much money into site readiness," a city official said during committee discussion, adding those investments supported industrial and job‑creation uses rather than a solar farm. Planning staff said they had advised the applicants in advance that the proposal was inconsistent with the city’s long‑range land‑use plan.

City staff reviewed the county zoning agenda, identified the application as within a mile and a half of Rockford and concluded the proposed use conflicted with planned development for the area. The council’s resolution instructs city attorneys to submit a formal objection to the county zoning board and the city indicated it will make a public statement at the county hearing.

The motion to file the objection passed on a voice vote in committee and was reaffirmed during a special city council session. City officials said their objection does not reflect opposition to solar energy broadly but to siting a large utility‑scale array in an area where the city has prioritized industrial development and where residential and infrastructure investments are proximate. The resolution does not halt the county’s review; it documents the city’s formal position to the county.
