Planning staff told the commission the property is in the C2 general commercial district and is an existing 1.8-acre parcel with a 21,249-square-foot building and 84 parking spaces. "Code requires roughly one parking space per 250 square feet," Paul (planning staff) said, making the requirement about 85 spaces; staff said that shortfall is the reason it recommends a condition that no vehicles be displayed or stored on the property for sale.
Applicant Dwayne Guyger, who identified himself as owner of Traditional Equipment Leasing, told the commission his business is primarily brokerage and motor-coach leasing and that he leases office space in the New Market Bank building in Prior Lake. "We have no intention of displaying motor coaches there," Guyger said, adding that obtaining a dealer license is an administrative step and would not change on-site operations.
Commissioners questioned the applicant about whether a dealer license would alter site use; the applicant reiterated it would not. After confirming the listed restrictions — including no motor-vehicle transport loading on minor streets, no display/storage in the public right-of-way and that all test driving comply with law — a commissioner described the request as "largely administrative" and moved to approve the permit subject to staff conditions. The motion was seconded and approved by voice vote.
The Chair opened the public hearing and invited comments; no members of the public stepped forward. The commission then approved the conditional use permit PDEV24-00001 for motor vehicle sales at 4719 Park Nicollet Avenue with the conditions recommended by staff.
Staff noted scheduling items before adjournment: there is nothing on the March 11 planning commission agenda and a possible March 25 meeting pending staff confirmation.
