Board approves appropriation to cover bond payments, reviews broad policy packet

The North Adams Community Schools board approved a resolution to increase appropriation authority so the district can legally spend sufficient funds for upcoming bond payments.

An administrator explained that the appropriation change does not mean the district lacks cash but increases the authorized amount that may be spent to meet debt service requirements. The board voted to approve the resolution by voice vote.

During the meeting the board also received a packet of policy revisions prompted by recent legislation and ongoing housekeeping. Major topics covered in the packet included:

- Animals on school property: clarified distinctions among service animals, emotional‑support animals and certified therapy animals and outlined protocols administrators must follow when permitting animals on campus.

- Digital content and accessibility: updates to reflect U.S. Department of Justice Title II accessibility requirements (alt text, accessible formats) for district web and digital materials.

- Child abuse and neglect reporting: expanded language to include contracted employees and added reporting obligations to law enforcement and DCS where criminal conduct is suspected.

- Transportation definitions: revisions clarifying which vehicles may be used to transport students and under what circumstances, relevant to the transportation budget.

Administrators said other changes were largely technical—cross‑references and wording aligned to legislative updates—and asked board members to read specific policies and provide feedback. No final votes on the broader packet occurred at this meeting; the packet will return for action following any suggested edits.
