Mary Robinson (CSBO) and Jeff Minet, director of facilities and operations, presented the district’s capital planning update and an architect’s draft life‑safety document.
Robinson said the district used its facility assessment to separate mandatory life‑safety items (which must be submitted to the regional office and the Illinois State Board of Education to unlock life‑safety funds) from non‑life‑safety capital projects and routine O&M. She presented a districtwide life‑safety estimate of about $27 million and walked the board through building‑level totals. Oxable was cited as an example at roughly $1.3 million; the junior high was listed as the largest life‑safety total (about $5.4 million).
Staff described the work as a living document that will be updated quarterly; the life‑safety survey is required every 10 years and the next formal architect submission will go to the regional office before the state board for approval. Robinson told the board staff will return with financial options in April and noted that some life‑safety bond rules require completion thresholds (for example, PMA had said 85% completion of bond‑funded work within three years when bonds are issued).
Board members asked about prioritization, how the plan will adapt when repairs occur earlier than scheduled, and the life expectancy coded into the plan (staff cited standard useful lives; for example, chillers were discussed at a roughly 25‑year life expectancy). Staff said near‑term work planned for this summer will be covered from existing fund balances and that larger financing decisions would be considered in spring 2027 to leverage debt service falling off in 2029.
The board received the update; staff will present the line‑by‑line life‑safety survey for board action the next month.
