Supervisors approve waiver for 3000 Hemp Road car wash sketch plan

A majority of the East Hempfield Township Board of Supervisors voted unanimously to approve a preliminary-plan waiver for a proposed car wash at 3000 Hemp Road.
Matt Kirst of Bowler Engineering presented the sketch plan, saying the project would replace the former Bob Evans with a roughly 4,700-square-foot car wash containing three pay lanes and 11 vacuum stalls, with access from Hempland Road and circulation through pay stations and a tunnel. Kirst said the applicant has submitted a final land development application and received a township-engineer review letter the day of the meeting.
Board members asked whether the township had received the review letter from DMA and whether right-of-way and survey issues tied to nearby Centerville Road work had been resolved. Kirst said DMA had recommended approval of the waiver and that outstanding engineering comments would be addressed in the final land development submission. A second representative on the line identified himself as Peter and said the operating entity in Pennsylvania is CWP West LLC; he described "Carwash Partners" as a business name rather than a national chain.
After questions from supervisors about timing and the town engineer's comments, Mr. Russell moved to approve the waiver subject to staff and engineering comments and Mr. Brewaker seconded. The motion carried 5–0.
The project will return to the board for final land development approval, at which time the developer must meet all standard plan requirements, including any right-of-way and survey conditions noted by the township engineer and DMA.
