Jeremy Billy (introduced as CEO) and Geneva Lofton (La Jolla Band delegate and IWA board secretary) outlined the IWA’s history, the 2020 HAB events tied to water releases from Lake Henshaw, and the decision to establish local analytical capacity.
Presenter statements attributed lab-confirmed microcystin concentrations in downstream releases in 2020 of 29.7 µg/L in June, 435.7 µg/L in July, and a reported peak at 2,973 µg/L in August; those figures were presented by the IWA team as they recounted operational impacts during the 2020 event. The IWA said the 2020 HABs interrupted campground releases, reduced tribal revenues and complicated groundwater recharge for neighboring reservations.
Following negotiations with Vista Irrigation District and Escondido (parties identified in the presentation), the IWA added technical consultants and in 2023 voted to invest initial funds to create a local HAB testing laboratory. The board approved a $20,000 preparatory budget in July 2023; lease and personnel steps followed in early 2024, and Lorena Rodriguez was hired as the laboratory analyst in September 2024.
Lorena Rodriguez described the laboratory’s analytical services and protocols. The lab performs ELISA-based total-concentration analyses for four cyanotoxin classes—microcystins, anatoxin-a, cylindrospermopsin and saxitoxins—and measures chlorophyll a via EPA Method 445 fluorometry as a proxy for algal biomass. Sample requirements she listed include a minimum of 20 mL per toxin analysis (amber glass preferred; PETG acceptable), and 250 mL minimum for chlorophyll A. She emphasized preservation for anatoxin‑a where appropriate, maintaining samples between 4°C and 10°C during transport, labeling with chain-of-custody information, and overnight shipping when possible.
Rodriguez detailed the lab’s quality controls: calibration with R² >0.98, precision targets (coefficient of variation <10% for standards, <15% for samples), spike recoveries between 70% and 130%, and multi-stage data review before reports are released. Standard validated reports were described as available within four business days, with expedited or rapid-response runs often returned within 24 hours when local processing is prioritized. The IWA contrasted this local turnaround with the five-day average commercial turnaround that included shipping time.
On costs, the IWA presented a volume-pricing model: example listed rates included a microcystin ELISA listed at about $145.50 per single sample (discounted for batches) and chlorophyll A at $55 per sample; the lab said pricing covers sample receipt through validated reporting and that rates decline with larger volumes.
Speakers framed the lab as restoring operational independence and tribal sovereignty: local, faster results enable the IWA to halt or authorize water releases more quickly and to enforce settlement agreements and reservation-specific water quality standards. David Caron, a HABs consultant who has worked with the IWA, endorsed the lab as a valuable technical backbone for tribal decision-making.
The IWA said the lab currently serves Southern California and is open to sending validated reports digitally to partners; the team invited interested programs to contact them to discuss projects and sample submission details.
The presentation included historical context about the watershed and a brief timeline of negotiations and mitigation choices, including the IWA’s stated preference for peroxide-based treatments over copper-based approaches during certain events; presenters said treatment choice affected how soon water could be released after mitigation measures.
The IWA presentation and follow-up Q&A emphasized that local testing shortens response time, supports tribal enforcement of water-quality standards approved for reservation water, and can stabilize local revenues and public uses disrupted by HABs.
